Depends on the location, but if you don't pay for it, it's a total crapshoot. You never know if you'll get a vehicle with Neverlost in advance unless you pay for it. There's a decent chance you'll get one though, if for no other reason than because there are people like me out there who have a tendency to refuse vehicles with Neverlost if they have any familiarity with the area.
