Booking class does not necessarily matter, but fare basis does. In your first example with A-L-L, you are paying for an A fare from YVR-YYZ and an L fare from YYZ-WRO, so on the domestic fare basis you need to pay the domestic surcharges of $23 CAD ($20 NAV, $3 Insurance), then on the international portion you have to pay the $15 NAV surcharge as well. In your L-L-L example, you are only buying one fare basis from YVR to WRO so then only the $15 NAV surcharge applies.
