Ask the Flight Attendants if this is OK first.
Frequently, people in First will have personal items out until boarding is over and will need to stow those items overhead.
I agree if it is later in the boarding process and the flight is close to being full it can't hurt to ask the FA if that is ok. I would not just do it though.
