Apples and oranges - driving in Manchester is surely a different proposition to public transport in London.
LCY isn't particularly convenient for many parts of London, but then again nor is LHR.
Just for comparison, you can reach LCY in an hour or less by public transport from everywhere in the unshaded area, assuming an arrival time of 9am:

Not just the 'eastern slums', but but a significant part of the city.

As I don't have a car and live in Hackney, you can see why I like LCY in a way that a driver in Chiswick mightn't.

Getting there, I usually take the car and pay through the nose. Does anyone out there travel down the Liverpool St line to Stratford and then Jubilee/DLR it to LCY? Is it faster than LST-Bank-LCY? I'd really appreciate it if anyone can respond on that.
The TfL journey planner doesn't seem to be coming up with that as a suggestion for a weekday - I suspect that the walk through Stratford station would be a bit too long to make it worthwhile.
