Taking departing Monday around 12:00 as an example the TFL Journey Planner is showing times of about 34 minutes for LCY and 37 minutes for LHR.
Bear in mind that this assumes that you're standing on the platform ready to depart - remember at LHR you've a good chance of a train ride from C or B gates to A, the struggle up the escalators or the lifts and then the occasionally legendary UK Border queues, baggage reclaim and the shuffle down to the HEX platforms before actually getting to that starting point.
At LCY, arrivals are almost always a sub 5 minute queue and you're straight onto the DLR.
That's also before you bring cost into things - the HEX to Paddington is several orders of magnitude more expensive than an Oyster fare from LCY to Bank...
As a resident of the 'eastern slums of London', I have to say, I find Wythenshawe a bit of a dump, too.
