SQ should be able to help, although if your SQ flight was delayed, and you miss your connection, you will not be protected.
At SFO, after customs, there will be an area right after exit for connecting pax.

If SQ cannot tag you to ORD, u will need to head over to UA terminal to recheck your bags. In which case, you will need to pay for domestic check bags.
