Yes, it's the Schengen bus arrivals area.

Absolutely. Trying to explain to your relative how to move around is a dangerous strategy, because what if you get the "starting point" wrong? On my last trip to Berlin, we were bussed out to the Cityhopper plane when leaving Amsterdam, but on the return, we were able to enter from the tarmac, the plane having taxied right up to the terminal (jet bridge was not used).

Even if you expect that your relative will arrive by bus, it's not necessarily guaranteed. And if your "directions" begin from this assumed starting place, then your relative will be stranded.

Explaining how to follow the signage is a far easier, and more fool-proof, way of ensuring they can navigate correctly.
