I think the only way you'd be in Zone 1 on a Dash-8 is if you either are elite or pay for preferred access. It really doesn't matter that much on that type of aircraft though, rollaboards have to be gate checked no matter what and boarding is usually pretty quick given there's only 35 seats on the entire plane. Even in Zone 4 she's not missing out on much.
