Unless the drive is formatted for Windows and already has partitions setup, it won't show up with your other drives in "My Computer," which is the first logical place to check when you've plugged in an external drive, flash drive, etc. Disk Management works at a level deeper than that, showing you what physical drives are detected, even if they can't be read by Windows in their current state.
Also: If it's formatted for windows AND has partitions set up, I've had issues where the disk truly believes it's C: and tries to map to that, only to be foiled by the actual C: (in the case where I had to salvage files off a machine that wouldn't boot). Thankfully, it was an easy thing to just change the drive letter assignment and all was well with the world.
