It is rolling - earn another 400 SC's between now and a year after your first SG qualifying SC's were earned and you would be upgraded to WP.
On the other hand, to remain SG, you need to earn another 400 between your Gold qualification date and your "review" date.
e.g. Say the first of the 600+ SC's for a SG qualification were earned on March 12th. Since then further earn has totaled 600 or more for SG. If another 400 or so can be earned to make a total of 1000 or more by March 11, 2013 then WP status is gained.
