What matters is the e-ticket number being the same or not. If there is only one e-ticket number, then delta rules should apply on all your segments. How to find out your Delta e-ticket number? Look for a series of digits in your online ticket starting with 006-

If your Jet airways and Air India tickets also have e-ticket numbers starting from 006, then everything should be valid. if the jet airways ticket has a 589- code then it is a separate ticket.

the concept is that dominant carrier's baggage rules apply.

Same answer as above. if totally separate ticket, you pay. if same ticket, not.

if Speedfreak is correct, then you don't need to transit between the two airport terminals altogether. So can you give your flight no. or confirm the terminal on the ticket (if it says arrival at 1A, then domestic, if it says 2, then international).
