You need to set up the travel router at home using a laptop or PC then it will work on it's own.
BUT, my travel router needs to be plugged into a wired connection at the hotel. Once that's done, I open safari and log in, if the hotel requires it, and I'm on my way. The second device usually just opens after that, but if it doesn't, we log in with that one too.
There are a few routers like the one below that allow you to share wireless connections as well.
