My apology for putting this post into the wrong forum and thank you for moving it to the right place.

I called up Air Canada and was informed that with transit visa, i will just be allowed to transit airside and will not be allowed into the country as that would have already been considered entry and not transit. Please correct me if i am wrong?

Another scenario following your post above. Assuming i have a valid single entry visa, and for some reasons i decided not to go into the country last minute, will i be allowed transit in YYZ?
