Upload faster than download I find to be a rarity generally, never mind in hotels. Hotels often use a product which allows them to buy a very fast line for the building but then restrict the bandwidth available to any one room. That would certainly explain upload faster than download. Probably never occurred to anyone to restrict the upload speed.
