You can't have every single airline forking out hundreds of thousands of Euros per flight because they're not allowed to take off due to weather. Basically everyone due to fly on a delayed aircraft, all day would be liable to compensation!

If its something that affects just a single aircraft, then its probably not extraordinary, if everyone is affected, then it should be classed as such
I think it is acceptable that no compensation is due when there's bad weather at your departure or destination airports.

However, it does sound a bit ridiculous when you are somewhere like Barcelona and your direct flight to London is delayed for a few hours because there's a storm in... Helsinki!
