It's all about risks, and I think changing into/out of shorts at cruising altitude and wearing long pants during take off/landing is probably one way of mitigating the risk. I suspect the risks of jumping into a car and driving after a long haul flight and/or jumping into a taxi or even limousine (in some parts of the world at least), are probably much much more significant.
