There are a number of good reasons for this not limited to noise and a better renovated room when it was done in the past.
The sea otters can be heard at times through the night and AM if you are a light sleeper in any room or suite on property
The 3 floor building which I checked into some years ago had me move back over to the tower immediately which I've stayed in both before and after the renovation
3 Floor setup tends to be older and less maintained to high level standards.
The only slight upside of the 3 floor set up is the suites tend to be slightly more spacious
Sea lions. Sea otters are rarely found in San Diego.
