I would actually expect the reverse. TCONS xSFO are generally tough for CPU's in part because it is an Asia - East Coast connection point and anything booked in TPAC F/C will book into F/C on 3-cabin and F on a 2-cabin. On the other hand, there is no reason that the 3-cabin (if it actually does operate) will have fewer F/C freebies than a 2-class solely as the result of being inbound intl.

EWR is particularly tough because there are no CPU's on p.s. and those headed to NYC hoping for slim chance at CPU must fly to EWR.
