Why is there a big price difference between departures from Korea and Japan?

I was pricing out my F award flight to ORD (ICN-NRT-ORD) on OZ and NH. I noticed that the average price from ICN for F was around $4k. This includes both direct and non-stop. When I checked prices departing from NRT, the average was around $13-$16K, with the cheapest at $8K. These prices weren't exclusive to one carrier. What would cause such a big difference? Would it be taxes and fuel charges, or some other thing?
