I was just there in July and I don't remember it being so bad. I think the printout pass and perhaps a DL, but I can't really remember. The ferry to the Statue of Liberty was much more of a CF.

One odd thing is the signs route you around the whole complex to the entrance. We were staying at the Conrad. After we left, we just walked across one street and were back at the hotel.
