This is exactly my experience, which is why I was so surprised.
Often1 seems very confident that there is a one device limit, but if that is true, I'm curious if it is a recent policy change.
I'm speculating, but I think MAC address tracking (a MAC address is a unique identifier that every networkable device has) may be an optional feature.
At least in Guest-Tek equipped hotels, I have had situations where my traveling companion has inadvertently logged on to the hotel wifi, not my router, and I have been both charged and not charged for another session....
Again, only speculation...
