There is no legal jurisdiction so it is entirely up to airline policy. I've never seen an FA ask for id, so it is their judgement call whether it is appropriate to serve a pax, and behaviour rather than age would be the determinant.
This is patently wrong. As is stated earlier in this thread, with some exceptions when a plane is flying in international air space the jusrisdiction is the law of the country in which it is registered.
