Drinking age depends on the metal you are on. So an American plane will enforce American regulation even when flying from Japan to Thailand. A Qantas plane will apply Australian law for an international flight.
Though worth noting that this is generally loosely enforced. I remember being served beer when 16 on QF and BA between SYD and BKK.
