The best location for Jiuzhaigou Park is Pengfeng Village, of which everything is in walking distance. If you need to stay overnight closer to Huanglong (most people don't, depending on arrival time), then the town of Chuanzhusi is best. Chuanzhusi is where the airport JZH is located, and is 1.5 hour' ride from Pengfeng Village.
