We have had the same situation. Party of 5, 3 kids, 4 rows. I found out 7 days before the trip. It took half an hour on the phone to get the situation changed. Row 1 was still blocked; CSR could not move us to row 1; she had to talk to her supervisor. My argument was: kids next to strangers is not allowed as per BA policy; if you do not open row 1 now and move us there, you will have to reallocate business class travellers at the gate. Better fix it now.
After some discussions and the friendly lady talked to her supervisor, then they changed our seats to row 1 (and 1 person on row 2 or 3). Kids decided they wanted to sit the three of them together so they used the blocked middle seat which was fine according to cabin crew.
