You are correct! Thanks for pointing that out! My Citi Hilton(Free) card has it. And Italy is not part of the exclusions.

Now that Citi Visa Signature can be my primary LDW, should I get any other insurance offered from Hertz? My worry is scratches, chips mainly while parked somewhere etc.

In order for the free LDW coverage offered by a credit card to apply, you must decline all optional LDW coverage offered by the car-rental company. It is vital that you familiarize yourself with the terms and conditions of a credit card's free LDW coverage, so that you do not make a misstep (like using a free-day or dollars-off coupon, or buying partial LDW coverage from the car-rental company) that could void the free coverage.

Also, it looks like you have several different Visa Signature cards in your stable of credit cards. I would use one that does not impose a foreign transaction fee.
