No, let me clarify.

1. You cannot use cash to board a train in LA. A ticket is required, this has always been the case.
2. There is no fare box on the train to accept your cash so you must buy a ticket at the train station before boarding. Before, you could use cash to pay for a paper ticket, but that has been discontinued. You now need a TAP card to board the trains.
3. The website is technically correct... You can use cash (as opposed to credit or debit card) to load the value onto your TAP card at train stations.
4. You can pay with cash on board buses. TAP card not required.

I use the Metro everyday. Trust me...
