Read this and consider filing comments/complaints with the FCC. As long as customers can choose what gets sent in the caller-id field, I don't see how they can enforce it. End users can choose it in a variety of ways, including software and hardware methods, and it's especially easy with voice over IP.

What the phone company could do is simply not put through any call where the caller ID field didn't match either the line or a number that that line was approved to use.
