The principle is that a passenger cannot
voluntarily be separated from their bag. Involuntary separation is commonplace. Indeed, if that was not the case, an airline would be unable to ever return a lost bag to a passenger.
As long as the passenger is unaware that the bag has been placed on another flight, there is no issue so I would not see a security problem in the situation as described by
