Question Why aren't uniformed TSA "Federal Officers" saluting Flag during Pledge of Allegiance

Here's a photograph that was attached to a recent VegasInc article:



The caption attached to the photo is:
[Name of TSO] right, joins other graduates in saying the pledge of allegiance during a Transportation Security Administration (TSA) graduation ceremony Wednesday, Sept. 12, 2012, at the College of Southern Nevada Charleston campus in Las Vegas.
Is there a reason why these uniformed "Federal Officers" were not saluting the flag during the pledge of allegiance?

I ask this honestly -- all I know is uniformed military and uniformed police officers salute during the pledge, so why weren't uniformed TSA doing the same?

Even Cub Scout leaders are told to "Open each den meeting by saluting the U.S. flag and reciting the Pledge of Allegiance" -- is there some reason why TSA is not expected to do the same?
