Non-English Speaker going through Customs at YYZ

My sister's mother in-law is coming from Venezuela for 6 weeks and she can't speak a word of English - it took her 6 months to learn the difference between "hi" and "bye". She has a "Super Visa" - which lets her stay for 4 years (I think) - but in any event she's only coming for six weeks. She'll be coming alone.

My sister is writing a letter for the mother to hand to customs - ideally she'll just hand it to the customs officer and hopefully say "hi" instead of "bye" - before handing it to them? Has anyone done this before? What sort of information should she put in the letter? I'm thinking Name/Date of Birth/Address she'll be staying/why she's coming/how long. Anything else I've missed? Am I right the letter should be from my sister to Customs (as opposed to a first letter from the non-english speaking/writing mother)?
