I'm afraid you're mistaken. There is no fuel surcharge when redeeming Avios for AA flights for travel wholly within the Americas. But if you redeem Avios for AA flights for travel to Asia or Europe, you will be assessed whatever fuel-type surcharges AA includes on its paid flights in those markets.
