When do United Express flights post delays?

I am on UA4372 CLE-IAD, scheduled 7:12 p.m.-8:30 p.m., connecting to a 10:02 p.m. flight out of IAD.

Its inbound is UA4425 GRR-CLE, scheduled 5:28 p.m.–6:27 p.m, no delay posted yet.

Its inbound before that is UA4425 IAH-GRR, scheduled 1:18 p.m.–4:55 p.m., took off an hour late and en route with new posted times 2:19 p.m.–5:44 p.m.

So the flight that has a new posted arrival time of 5:44 p.m. is scheduled to take off again before it lands at 5:28 p.m. on a flight that has not yet been delayed.

And that flight is scheduled to arrive in CLE, have a 45-minute turnaround, and then take off on time.

(1) When will UA post the delay to the connecting flight UA4425 GRR-CLE? Landing at 5:44 p.m. and taking off again at 5:28 p.m. obviously isn't going to work.

(2) How can I convince Reservations that this is a problem? When I call, I'm told that my flight is on time, and if a delay is posted, they can start to think about protecting me on another flight.
