I doubt there are many precheck-eligible flyers that aren't elites. The implementation will matter a lot -- if they use the current elite line and you don't get the precheck bp scanner until you reach the front, it won't help out much. I agree majority of pre-check are likely elites...
From what I have seen at ORD, the pre-check line is not nearly as crowded as the premier / elite lines.
So, if they take an entire line away from general elites and dedicate it to pre-check, this could have a severe impact on wait times as everybody without pre-check will be funneled in to one less line...
Bottom line: I don't see how they could make this work in the small space they have there...
