In my experience the ground staff at NRT is not incompetent. They are, however, rather rules-focused (something not limited to ANA).

And while NH does appear to be somewhat at fault if they cannot locate your final piece of baggage, to be honest, part of the blame lies with yourself for not ensuring that you had all of your stubs. Regardless, I hope you end up finding your bag. It may still be in SFO!
