I have been looking at my upcoming bookings. On a 346 in PE, I know they block row 18, but otherwise at the outset everything is available, and I don't think the 40% restriction applies. For instance I am booked on a flight where I was the first to pick a seat, and there are now only 2 PE seats free other than row 18. If they held back 40% of seats then that wouldn't happen.
Similarly on a different booking on a 744 in UC the 60% threshold has been breached but there are still plenty of seats available. I don't think they retain any seats in UC on a 744 (12AK are the only ones that I am unsure about), and I am certain that they don't in the 346 UC cabin.
The 40% hold back only applies to economy. Although you are correct about row 18 in PE.
