I think that 12A/K are often held back until T-24 -- not really sure why, and it certainly does not always happen.
I would have thought for consistency the same policy would apply to all cabins but then again VS is consistent in it's inconsistency.

Even if it's not the mormal 60-40 there will certainly be some retained seats
