There is a purpose for the through-tag. Once you cleared customs, you can drop off (re-check) your bag at T7 instead of going to T8.
Note that you "drop off", not "recheck", in the sense that you just hand over the luggage and go if it is already tagged. This also means that there should not be an AA luggage fee; they are only re-accepting tagged baggage after you have done your job by taking it through Customs; they are not weighing/tagging anything.
