I would expect the Millennium Hilton is decent; I've watched fireworks there for the King's Birthday before, and it's almost like they're going off at the same level as the rooftop deck or executive floors.

However, IIRC they do close the roof (and the 360 lounge) off for a rather expensive party for NYE--there are probably cheaper places to see things.
