More specific, date is Monday 4-March
Arrive from Frankfurt on DL at 4:35pm, likely T4
Depart on Pinnacle CRJ to IAD at 6:55pm
It's plausible, but a bit tight if things go wrong. The IAD flight won't board until 6:35 or so (assuming on time), which gives you 2 hours to do the formalities. A lot depends on whether any other flights come in at exactly the same time, etc.

Much thanks in advance. Also would I reclear TSA in T4 or T2/3? I am a US citizen and it is a Skymiles reward ticket.
You can reclear in either, but it's probably better to walk/AirTrain to T2/3 and reclear there, since the shuttle bus is slow and only runs every 15 minutes. Also, there's a decent chance your FRA flight will end up coming into T3. (6 months out is a long time, and the T4 expansion won't be open yet.)

What about doing FRA-CDG-IAD instead? The EU flights should have consolidated into 2F by then, making transit of CDG more pleasant.
