This means that any PM or DM with an award ticket on KE where they have paid the fees should try to make a minor change (perhaps move to a different connecting segment if you can find low) in order to force the ticket to be rewritten and hopefully get a refund. Of could you just request that DL refund the fees? If there's a schedule change (which causes free changes or forces the ticket to be reissued), maybe folks who aren't PM and DM can mange to get the fees back since it wouldn't be worth paying the DL $150 change fee on award tickets for this.
