It insinuates, but does not specifically state, that all this stuff except what he was wearing was in checked luggage. If in his carry on, well that is a world of hurt, but still only charged for the grenade.
I put most of this down to poor media reporting - it's more sensational to say he was found with all that stuff than just that he was charged for packing a single prohibited item.

And don't forget that "strange, dangerous looking maybe" is pretty much TSA's exact standard for "you can't take that on the plane."
