It insinuates, but does not specifically state, that all this stuff except what he was wearing was in checked luggage. If in his carry on, well that is a world of hurt, but still only charged for the grenade.
Is it prohibited to wear body armor through the CP?
They called it a "smoke grenade". More details about what exactly the item was would be needed to be known before determining how much of a danger, if any, it presented in the cargo hold of a plane or even in the passenger cabin.
Government and media have a way of hyping up things by the way words are used.
About wearing body armor through the checkpoint, let's find out on Halloween, my Knight in Shining Armor.

Goes through like a coat. By the way, there are body armor items made to look like regular shirts and jackets that are body armor of sort and they have been allowed at many airports around the world.
