No idea of the laws on this behavior in the USA, but I'd be reporting it to some department for misleading and deceptive conduct here in Australia.
A complaint to the state Attorney General's office is probably the best place to start.
That said, I would say there's a 95% chance this is a factory goof that no one at Hertz was aware of (and likely 95% of Hertz employees wouldn't even understand what the issue is, as
TRD_808 said).
Gearheads have a hard time understanding how normal people can be so apathetic and unknowledgeable about cars, trims, specs, and the like, but trust me...a lot of people can't even tell the difference between a Corolla and a Camry.
