Well there are parts of India where prepaid Indian SIMs from other parts of India were not allowed to work for local/national and/or international calls even as post-paid/contract accounts from the same telco worked just fine. The problems of this nature were generally not related to lack of roaming capability by the telco -- rather government-ordered blocks.
