I believe prior to Oct 1st, 2012, Economy in TPAC had free alcohol, after Oct 1st, 2012, Economy on TPAC only has Beer/Wine/Sake for free, liquors are for purchase.

Seems like the policy is more towards less and less free things in Economy...
