There are the confused sorts who do this. Often they need to see the actual benefits of it, otherwise they think it's pointless.
I have a family member who flies 1-2 times a year, but has not yet signed up to BAEC despite my protestations and calculating the value of WTP + UuA. I have therefore forcibly upgraded an upcoming booking of his to show him the error of his ways. ^
