TRAI has said ISD should be disabled on prepaid accounts and only re-enabled if a customer explicitly consents to opting in to have their account enabled for ISD facility.

No big deal to me. For my India prepaid SIMs I will contact the telco provider and have them enable the account for ISD. The same should be done by those interested in international dial facility, and it can be done when opening an account, for example at the airport on arrival from abroad. And then it will have to be done every sixty days again and again.
