Question Ban on ISD calls from prepaid SIMs eff 01NOV12?
My father, who uses a cheapo mobile with a prepaid account in WB told me the other day he can make ISD calls on his phone starting Nov 1. True/false/rumour?

I'm posting here because it will probably affect visitors buying SIM cards on arrival too...?
