Based on your arrival time - there will be red coast (I think) airport personnel to help hold the elevator while you load your bag. I think baggage claim has the carts but if you are wise - check the AirTran station or check-in/ticketing area as many departing passengers just leave a prepaid cart sitting there so you won't incur the cost.
